22:05
Hello! Happy Sunday all.

26:15
Where does ANC 4B06 stand?

29:28
Where is 4b09?

29:50
In Map 1, 4B06 is the unmarked area west of 4B04 and south of 4B05 around Peabody Street.

29:55
4B09 is east of 4B08.

30:10
(Also an unmarked area on this graphic)

30:17
What is that north dividing line of 4C02?

31:17
Bobby, what street is that?

31:29
So you're getting rid of 4B06? My SMD?

31:38
Looks like the numbering of the is skipped for 4A06.

31:50
Where is 4A06?

32:23
For those following along in ESRI, this map is "FOR MARCH 13 MEETING - Map 1"

32:30
*the SMDs is skipped for 4A06.

32:39
So are you getting rid of those areas or is this a tech glich? 4B does not wasn't to be inserted into 4D.

33:06
Candace, 4A06 is in between 4A05 and 4A07 in this map, there just wasn't enough room for labels

33:24
What is the south dividing line street of 4E04?

34:07
Will the revised map be sent out to Commissioners so we can develop resolutions and alert our constituents?!

38:03
@Bobby thanks

42:08
Hi Kyd, yes for map 2, Crestwood Dr NW is part of the main 4E01 Crestwood SMD

44:08
yes, crestwood is 4E01 in both maps, at a population of 2132 in both.

45:38
And the Crestwood Apartments in both maps is now in 4C?

46:26
no -- in both maps, the crestwood apartments are in 4E still

47:47
In Map 2 Crestwood Apartments are in with Sixteenth Street Heights, i.e. almost non-contiguous?

47:54
So my SMD is singularly swallowed up by 4D?

48:46
Tracy, I don't think I understand your question. In both map 1 and 2, Crestwood Apartments are in 4E still, just there are a few different configurations with what 4E02 looks like.

49:53
In both maps, the area where 4B06 is now looks very different.

50:17
I agree! 4b06 would be in 4d!

50:19
Yes, I am wondering why Crestwood Apartments is not in with Crestwood, as there is much more in common between Crestwood Apartments and Crestwood, rather than Crestwood Apartments and Sixteenth Street Heights

50:33
My constituents are not gonna go for that!

51:22
The addition of the Crestwood Apartments would be the Crestwood 4E01 at around 2500-2600 residents, which is way over the 2000 goal for each SMD.

51:48
You're suggesting removing ANC 4B06 into 4D...that's a significant change!

52:16
@Cesse, yes, the proposal has been to have 2 Crestwood SMDs, with the northern one stretching over to east of 16th Street

52:40
Good point Naima!

52:45
Last week and throughout the process, we heard from several people that they would prefer Kennedy Street stay in the same SMD, meaning it would join 4D. This is represented in Map 1.In Map 2, the 100 and 200 block of Kenney Street remains in 4B.

54:49
I agree! They have two different demographics and businesses. 4B is working on a resolution opposing this. We should remain in 4b06 and 4b08 respectively.

56:30
I agree with Jenn on Missouri Ave.

58:30
This process has no legal bearing on school boundaries.

58:43
That is my understanding.

59:13
nor for MPD boundaries…all of these are separate, which has already been a challenge

59:19
Could Ms. Jefferson's points, those about the comparisons of 4A and 4E not truly showing a before and after comparison with the current borders and demographics to proposed borders and demographics, be addressed and provided for public view or review?

59:57
That is quite hard to do!

01:01:08
I understand it could be hard, but if not impossible it would be worth a try, as the information would be most helpful.

01:01:22
@Vince, I agree on the 6 Commissioners handling 4E

01:04:06
Exactly! Thank you Barbara. That is my concern! It will be confusing for residents, many of whom in that area are seniors!

01:05:12
Am I allowed to speak on behalf of my constituents?

01:06:38
I live right there and feel strongly it’s a different neighborhood.

01:07:31
very much too different neighborhoods. And I am here for myself and Alison Brooks. We do NOT degree with this proposal! At all!!!

01:07:57
Exactly!

01:08:31
And the majority of the residents are seniors who know us. And we know them!

01:09:09
I concur with Barbara.

01:09:57
Thanks for speaking Tiffani.

01:13:57
I would ask that if you are going to recirculate a new Map 1 and a new Map 2, that one of these keep Crestwood Apartments in together with Crestwood, rather that separating the Apartments and putting them in with Sixteenth Street Heights. Crestwood needs to keep these contiguous apartments in their SMD, even if it creates two Crestwood SMDs

01:15:09
PSA = Police Service Areas (MPD 4th district sub areas)

01:21:15
There actually is an interplay between ANC boundaries and in-district school boundaries with regard to the new border between 4B and 4D. Truesdell Elementary will be undergoing a modernization over the next three years and we’re currently facing serious issues regarding DCPS’ proposal for their proposed swing space location for Truesdell, which may displace most of the 450-student population. It would be far more helpful to incorporate all of Truesdell’s in-district boundaries within the new ANC 4D (by extending 4D’s new border north to Georgia Ave. & Missouri Ave. NW) rather than continuing to split this school community between 4B and 4D.

01:21:23
While DCPS in-district boundaries don’t HAVE to be correlated with the new ANC boundaries, in this instance, they should

01:25:06
The map mislabels Brightwood. Brightwood does not extend east of Georgia Avenue.

01:25:21
Can we see 4A on this map?

01:25:33
This map is just an ESRI backdrop that we cannot change.

01:26:15
Could someone answer my question from earlier? I was copy it here for reference: Could Ms. Jefferson's points, those about the comparisons of 4A and 4E not truly showing a before and after comparison with the current borders and demographics to proposed borders and demographics, be addressed and provided for public view or review? There was a comment stating it would be difficult. However, I understand it could be hard, but if not impossible it would be worth a try, as the information would be most helpful.

01:27:37
I think we are just voting on a Missouri Ave boundary.

01:27:47
Poll not a vote

01:28:01
Yes -- poll is a better word

01:29:16
sure

01:29:37
This should be a public meeting as it directly relates to residents of the District of Columbia.

01:32:03
I'm not following

01:34:10
Are the options Map 1, Map 2, or Missouri as the entire border between 4B and 4D?

01:34:45
I thought we were voting on Missouri Ave boundary for D&B, or something else for D&B

01:36:16
The ballot is Option 1 - ANC 4B and 4D have a border as in Map 2.

01:36:27
Or Option 2 - ANC 4B and 4D have a border along Missouri.

01:36:30
ANC 4D passed a resolution on Feb. 16 asking the Task Force NOT to break up Brightwood Park!

01:36:35
(The pulse check options)

01:37:01
Here is 4D’s resolution: https://resolutions.anc.dc.gov/AttachmentsFiles/20/ANC%204D%20Resolution%20Regarding%20ANC%204D%20Redistricting_TM_20220218061950PM.pdf

01:37:05
We passed it unanimously

01:37:35
Please make Missouri Avenue NW the border between 4B and 4D

01:38:18
We heard from a few people saying that the small triangle in 4B05 south of Missouri Ave want to be in 4D.

01:38:32
Yes, Missouri should be the divider IMO

01:38:41
The current 4B05 commissioner also directly told me that he favors this

01:39:28
And 2 TF members with hands down.

01:39:45
We did it! We did the pulse check!

01:39:58
That is fine. We can do that!

01:41:31
ANC 4D has asked for 8 SMDs—you can see our proposed map here on page 4 (with Buchanan St. as our southern border, not Crittenden St., which would split Sherman Circle Park between 4C and 4D): https://resolutions.anc.dc.gov/AttachmentsFiles/20/ANC%204D%20Resolution%20Regarding%20ANC%204D%20Redistricting_TM_20220218061950PM.pdf

01:42:34
Thank you, Ms. Jefferson.

01:43:16
Yes please!

01:43:59
The entirety of Sherman Circle Park has ALWAYS been within ANC 4D (since 1976) and we’d like to keep it that way over the next decade!

01:57:54
Vince, could I ask which map you prefer re: 4E/4C boundaries?

02:00:33
@Jenn - I prefer map 1 for SE quadrant as it keeps more of GA ave in 4C and uses Arkansas as a dividing line

02:00:42
Thanks, Vince!

02:00:51
Vince, my point was that Crestwood seems to have excised Crestwood Apartments from their SMD in order to remain "Crestwood pristine". For us on the east side of 16th Street, it just seems a bit socio-economically inequitable of Crestwood, for lack of a better word, that they want to kick out the Crestwood Apartments in order to have 1 SMD. Especially when if Crestwood had 2 SMDs, they would have 1/3 of the SMDs in 4E.

02:00:54
When the final proposed maps are released next week, can the Task Force make sure that the maps are extremely clear to see, especially for the new SMD lines? Would be very helpful

02:01:29
*proposed maps

02:05:02
@Tracy, You have an excellent point and I personally prefer mixed SMDs that have single family residences and community living facilities such as apartments. Drawing these lines are so much more difficult that I could have imagined.

02:05:11
@everyone, again, thank you so much for your time and your inclusiveness of the community in this process.

02:05:31
Very true Roger! We're getting close!!

02:05:53
@Vince, I cannot speak for Crestwood, but I would have expected better of them

02:06:13
I’ve learned so much about my ward!

02:06:33
I am intimately familiar with so many census blocks now!

02:07:03
Thank you Task Force members! We appreciate your hard work!

02:07:10
thanks!\
